“Safe Community” indicates one community which, on the basis of a common consensus of the local residents, can integrate all the community resources to reduce various unintentional or intentional injuries, construct a safer environment, promote interpersonal harmony and enhance physical, mental and social comfort of each resident.
Safe Community concept originated from Sweden in 1970s. Three communities, Falköping, Lidkpöing and Motala, succeeded in developing a plan for local injury prevention to decrease injury incidence by means of community empowerment and integration.
The World Health Organization in 1989 founded the Collaborating Centre on Community Safety Promotion, assisted the community of each country by means of cross-sectional cooperation and promoted community-based injury prevention works. Such the work, subsequently attested by scholars, confirms a trend of lowering both injury mortality and morbidity in communities.
